Mission

The chemical and petrochemical industries are the fundamental branches of the Russian industry. They are in demand by all other sectors of the economy, and the level of national competitiveness, economic growth rates, and the well-being of our country depend on their condition and development. In recent decades, the Russian chemical industry has gone through a difficult path: from rapid growth in the 50s and 70s, when significant production potential was created in the industry, to the decline of the late 80s, when the pace of capital construction declined sharply, and in the 90s investments in the industry practically stopped. However, after the crisis of August 1998, a new economic situation developed, and in 1999 the chemical industry showed significant growth.

Currently, Russian chemical enterprises produce only 1.1% of the world's chemical products. The Russian chemical industry ranks 20th in the world in terms of production and 11th in terms of output per capita. The development of the chemical industry is significantly hampered by the low competitiveness of Russian manufacturers in the vast majority of product lines. This is due to the fact that the production equipment installed at some enterprises is significantly inferior in its technical characteristics to imported analogues. The service life of a significant part of it is 25 years or more, and the depreciation of fixed assets is 70-80%. Another problem is the high resource intensity of the industry: the export—raw materials orientation of the chemical complex, the continued operation of technological schemes with high consumption coefficients for raw materials and energy resources (exceeding the same level in developed countries by 1.5-2 times) and other costs due to the inherited Soviet-era structure of the industry with a predominance of low-conversion industries. Russian chemical and petrochemical enterprises "stop" at the early stages of technological transformation, selling and exporting chemical semi-finished products rather than final products, the production of which is complicated by the lack of high-quality chemical raw materials and modern technologies. For example, the volume of imports of plastics, paints and varnishes and rubber products increases annually. In order to support the development of domestic producers of these and other products, it is necessary to provide a high-quality raw material base.

The market of chemical products, especially high-tech ones, is actively developing in Russia. Today, there is an increase in demand for chemical products from almost all consumer industries. But there are still huge resources – Russia produces approximately 4.6 kg/year of chemical products per capita, and the global average is 29-32 kg/year. The main strategic goal of the development of the chemical and petrochemical industries in Russia is to develop the competitiveness of the chemical complex. This means providing the market with competitive finished products based on the creation and implementation of modern resource-saving technologies capable of maintaining positions in domestic and foreign markets in an open economy. According to experts, the share of the chemical industry in the country's GDP is expected to increase to 3% by 2015. Production volumes should increase three to four times, the share of highly processed products should increase from 30 to 70%, and the share of exports of raw materials should decrease from 70 to 30%. The sustainable development of the chemical and petrochemical industries is impossible without solving the problem of providing industry enterprises with high-quality chemical raw materials.
